Reference Authority addresses structural, methodological, and contextual dimensions of informational systems. Its scope is limited to interpretation of intent, coherence, and responsibility at the system level.

It does not assess factual accuracy, scientific validity, or legal compliance of individual claims.


Structural Boundaries

The framework applies to informational ecosystems rather than isolated content elements. It considers patterns, consistency, and governance signals observed over time.

Single pages, statements, or outputs cannot be evaluated meaningfully in isolation within this scope.


Excluded Domains

Operational guidance, professional advice, regulatory interpretation, and enforcement activities fall outside the scope of this framework.
